Bill Neil

William (Bill) J. Neil, of Winnipeg, Manitoba, was born on July 17, 1921, and served overseas with the 8th Reconnaissance Regiment, 2nd Canadian Infantry Division as a Wireless Operator. He was wounded in Falaise in August 1944 when his armoured car was hit with an .88 mm shell, leading to the loss of his left arm above the elbow.

He returned to Canada and was hospitalized for three months at Deer Lodge Hospital to heal from his injuries. Afterwards, he returned to school and eventually became employed by the prosthetic services department at the very hospital in which he recovered. Mr. Neil worked as the Regional Superintendent at Deer Lodge Hospital until his retirement. In his spare time, he was an avid curler.

An active member of The War Amps Manitoba Branch, he served as:

  • Member, Civilian Liaison Program
  • Branch President, Manitoba Branch (1951-1953, 1981-1982)
  • National Director, Manitoba Branch
  • Chairman, War Amps National Council
  • Vice-President, War Amps National Council
  • National President, The War Amps

Mr. Neil actively volunteered with the Association’s many programs, including visiting amputees in hospitals with the Civilian Liaison Program and helping to co-ordinate the entry of the PLAYSAFE float in local parades, as well as riding on the float with Champs.

He was a dedicated supporter of the CHAMP Program, having been instrumental in its launch in 1975. He attended numerous CHAMP seminars over the years, sharing his knowledge and positive outlook with others. Always committed to raising awareness about The War Amps activities, he gave countless media interviews and school presentations about his war service and the services the Association provides.

Mr. Neil was the recipient of the Distinguished Service Membership and Honorary CHAMP Membership. He passed away on October 3, 2021.
