Our Role in The National Council of Veteran Associations in Canada

Established in 1932, The National Council of Veteran Associations in Canada (NCVA) is an umbrella organization of more than 60 distinct veterans associations formed to ensure a strong and independent voice on issues that are of significant interest to the veterans’ community at large. The War Amps remains the driving force behind NCVA and acts as the administrative secretariat in carrying out the responsibility for co-ordination and communication of NCVA legislative initiatives and priorities.

The War Amps works in close collaboration with NCVA member organizations to ensure the position and concerns of seriously disabled veterans and, more particularly, veteran amputees are identified and recognized in the NCVA Legislative Program for submission to the Government/Veterans Affairs Canada/Department of National Defence.

Both The War Amps and NCVA are currently playing extremely active roles with Ministerial Advisory Groups and Veterans Summits established over the last few years by the Government – co-chairing two Advisory Groups and sitting as members for two other Advisory Groups in pursuing solutions and strategies to improve the benefits and entitlements available to veterans and their families.

Brian Forbes, the Chairman of NCVA, has been involved with the organization since 1980, initially as the Honorary Secretary General prior to taking on the role of Chairman in 2010. He has also been the Association Solicitor for The War Amps since 1975. In addition, he has taken on the responsibilities of Chairman of the Executive Committee of The War Amps in relation to the governance and administration of the charitable programs of the Association.

Brian is a leading expert in veterans legislation and has extensive experience in appearing before the Parliamentary Standing Committee on Veterans Affairs and the Senate Subcommittee on Veterans Affairs (and other parliamentary bodies as required) to advocate the legislative platform of the NCVA. He has also made presentations directly to the Minister of Veterans Affairs/Deputy Minister of Veterans Affairs and their senior officials to advise on the need for new legislation to address the concerns of traditional and modern‑day veterans and members of the Canadian Forces and their families. He is presently Co‑Chair of VAC’s Policy Advisory Group established in 2016.

His predecessor H. Clifford Chadderton, the distinguished and highly respected veterans’ leader and advocate, was Chief Executive Officer of The War Amps and Chairman of NCVA for over 40 years until his retirement in 2009.
